Outside Android boxes and RPi devices, you won’t have native CEC support at all. No MiniPC have any kind of CEC support. You can of course use a CEC HDMI dongle in the middle but support will be limited.
FEL DV support outside some Android boxes in ATV or CE releases won’t be available too.
