this was the reason for my question in the beginning.
FEL doesn’t have any restrictions on it’s size. The old method of detecting in BDINFO was based on bitrate of that layer that in a lot of cases was up to 2mbits for MEL and above for FEL. But some titles showed us that FEL can also be tiny (Westworld S01 and some other title had it at XX kbit). So proper detection is done via parsing the RPU that tells the EL type. It is up to the encoding entity to choose the BL:EL ratio (depends on the source material most likely and tech. skills).
