Roundel counting up to 100

I’ve noticed on a few videos that the video sometimes pauses and a roundel appears in the middle of the screen, counting up to 100. Does anyone know what this means? I can’t see any mention of it on the Kodi forums and I’ve not seen it on Windows so wondered if it was a CE thing. It’s as if it’s taking a fixed timeout breather, rather than suffering an indeterminant delay on the network.
I’ve done several iperf tests and the GigE LAN seems fine.

Btw, from where are problematic videos reproduced, and on what device. Without relevant information, you will not get any relevant answer/solution.
