Can't install any addons

I’m using 9.2.2 on an Odroid N2 and no add-ons from any repository (including Kodi official) will install. This is the info from my log for one addon but it’s the same for all of them. I looked in storage/.kodi/addons/packages and it’s empty so perhaps it’s downloading them to a different directory or just not saving them at all? Uploaded logs to: http://ix.io/2nor

I have same problem with installing any skin or weather provider from official repo with same error as above. I was able to install other random addons when I was checking.
