Does squid proxy still work on coreelec

I followed instructions here Squid Cache Proxy (a beta how to) I am getting an error when I try to generate a certificate “/etc/ssl/openssl.cnf not found”
Any help would be greatly appreciated.

Install openssl-util package which will install own openssl program and openssl.cnf to /opt.

opkg install openssl-util

Also needs ca-certificates
opkg install ca-certificates
