Really sorry if this isnt the correct place for this question but the katest version of Coreelec seems to be 20.x.
The version on my box is 9.2.8

Is this the latests version? Its set to automatic updates but when i switch to manuel and click the cog it doesnt show any newer versions?

I wonder why the update function isnt working.

Is it possible to manually update it without reinstalling and losing settings?

No, update did do its job as intended
Maybe you missed this linked page: coreelec:updates [CoreELEC Wiki]
Minor revisions will be covered by auto update
Major revisions are considered as upgrade, and need to be handled manually
