/proc/cpuinfo is missing a core for S950X3

I have an intermittent problem with missing cores on my android box with an S905X3 processor and CoreElec 9.2.5 installed.

cpuinfo output with the processor #2 missing:

Kodi shows all 4 cores, but the load for the core #2 doesn’t ever change and is always on 37%.

scaling_governor is performance.
Reboot solves the problem.

What could be the reason?
