Is there a way I can refresh a skin via an sh script in CE Kodi 19.3?

You have something messed up with your system.
Post URL of the command

env | paste

And next time please copy/paste only text output and not post images of the screen.

Because of the installed entware python is used from there.
Use

/usr/bin/python /usr/bin/kodi-send -a ReloadSkin
