Some details in videos are noisy on movement?

Hey all, I’ve been using CE for years now to my satisfaction, yet I have this weird image noise that occurs mostly on busy surfaces when they’re not stationary. Can’t even find a name for them, see these videos:

Look at the black bars on the wall and the bridge’s suspender cables.

What is causing this? The videos in the sample are 1080p@23,976FPS, my TV is 4K, and Kodi is set to only output 4K (3840*2160p) resolution, although in all it’s supported refresh rates.

Is this an issue with the media, the player config, or my television? Tried turning sharpness down, but the phenomenon persists.

How do these samples look when choose “Switch framerate” → Start-Stop in Player Settings and you set Kodi UI to 1080p@23.976 and remove all entries from whitelist?

Switch framerate at start/stop was already enabled, but I have set both the display and display whitelist to 1080p@23.97

The issue still persist with the added effect of the picture now being a bit stuttery.

Also, the bridge sample also appers on my PC I think that one might be part of the source media, standard Moire-effect it seems…
