USB - VGA adapter

I’m trying to use a USB - VGA adapter:

Any chance I can install the driver for this adapter?

And is there a way to install xrandr utility, on CoreELEC?

I don’t think so. Why you do not use a HDMI to VGA adaper?

I need a second video output. Are there some USB - VGA or USB - HDMI adapter natively supported?

Why do you want to use any USB solution for that. Simply get a HDMI to VGA adapter that has additional HDMI out port.
That would be then: HDMI-IN => HDMI-OUT_A => HDMI output & HDMI-OUT_B => VGA output.

The problem is I can’t choose different frequencies for each output…
