@Portisch can you share some instructions how to downgrade only libCEC? as I’m having similar issues since 9.2.3 and also on nightly (latest). In my case Sony ATV loses CEC sync with the Odroid N2 and the only way is to reboot N2.

Here a test image with the newest libCEC release.
CoreELEC 9.2.3 uses libCEC 4.0.4
This nightly image 20200611 uses libCEC 4.0.5
All other items are unchanged in the image and same as 9.2.3.
So who have issues with 9.2.3 can try this nightly image if it solve it.
If the CEC behavior get worse you can make a Kodi log by enable libCEC component for debug logging. Make a log with 9.2.3 and one with this nightly image.
Then you can go to the developer site from libCEC to request support:
What I have seen is that 4.0.5 breaks more user CEC setups then it helps and that’s the reason I downgraded it from 4.0.5 back to 4.0.4 for release 9.2.3.

If your issue is not the one described by @vpeter (it is likely the case that this is your issue), you can try to clear the cache of the application or simply to reboot your box.
FWIW, I could use Netflix with 9.2.2 and 9.2.3 without any issue until last week. I’m now using the workaround described in the links provided by @vpeter and it works like a charm (except fHD).
I have trouble after automatic upgrade to 9.2.3 (installed on SD). I have Nexbox A95X and my box enters boot-loop. I can see Kodi menu for fraction of second and then box reboots itself. After couple of reboots it boots to Android (I’m not sure if it’s intended fail-safe or not). If I downgrade to 9.2.2 my box works OK. I tried installing newest nightly but it does not boot at all and goes straight to Android. I’m stumped because every CE version behaves somewhat different and I don’t know how to troubleshoot. I successfully used CE for more than a year without a problem.

I am using 9.2.3 on a 2GB A95X box. Maybe something went wrong during your upgrade. It might be a good idea to make a brand new image on a new SD card to test.
After upgrading to 9.2.3 every time i power off box and change to TV source or other the box its always turning on.
Already check CEC settings. Never happened with other releases.

Deactivate CEC option active source in CE settings should fix your issue. If not a UART is maybe required.

Yes, I can add the source directly but just try to figure out why the discovery doesn’t work any more.
You can try deleting all your smb settings files and starting from scratch. A persistent setting can upset SMB. Just to be clear on my system I cannot browse a share via the Windows Network (SMB) source option and this is expected behaviour. I can however browse a share via the zeroconfig source option and this is the way I have always added SMB shares as sources.
Other than that I cannot think what happened, but i know that SMB is erratic at best in xxELEC’s.
Adding the source directly is the right way to do it in Linux, automatic discovery is a carry over from SMB1 which is over a decade old at this stage and has been deprecated because it opens a huge security hole in your whole home network. The only reason that SMB1 is still supported at all is because some servers and modems have it hard wired into their firmware.

Windows-wise, I have close to none problem with ELECs SMB @Win7 @Win10, as long as minimum samba version is setuped at 2. (Win7 doesnt support >2, and 1 is insecure to that point that some KB’s disabling it within windows).

Returned back to 9.2.2 — everything is back to normal
Make an SD with a fresh install of 9.2.3
This will tell you if its the upgrade or a retained setting which is causingnyour frame drops.
