It’s written multiple times FEL will not be supported above 4.9 kernel.
It’s about a Dolby Laboratories licencing change. Nothing that someone can do about it. Future by Dolby Laboratories is MEL, not FEL.

FEL is designed for use with BluRay in combination with DV capable players in hardware only. Not for watching illegal ripped copy protected content. Also when it works, it’s illegal!
Sidenote: You can make backups of your discs without issues. But they are useless as they are encrypted because of the copy protection. Only by not authorized removal of the copy protection the content get available.

4.9, NG kernel is not compatible anymore with newest build system sources, what everyone want to have… → EOL

5.4, NE is EOL because 5.15 NO will replace it with more/wider support of hardware, include G12, SC2 and S5 Dolby Vision (no FEL).
