Kodi do send frames to the hardware decoder, not a stream. Amlogic introduced the multi decoder to decode multiple streams parallel in hardware. Currently it’s possible to decode up to 9 different media streams simultaneous. This mean it’s possible to feed up to 9 different videos on one screen, all hardware decoded. It was needed to limit it to one stream as Kodi is not designed to handle more than one stream:
