what kind of requirement are we using for MEL layer?

It can be eyeballed too from looking at the video tracks in the ISO. MEL means EL is empty so 2nd track is something like 70kbps, just header data.

they use some kind of requirements of 2-3mbps as low level of being FEL or MEL.
i was curious if something like blu-ray-forum are we using some requirements for FEL/MEL.
what dovi-script tells, i am not taking for granted (with all respect for reset_9999).
i don’t know which value’s dovi-script uses to decide FEL or MEL

Your link is malformed, but I’m aware off that list, which is dated and a fraction of what is here. It is not even close to ‘all’ and was outdated even in 2022 when it was first posted.

You think this is better than reading it from the file itself using dovi tools or MakeMKV??
I already stated this method in my reply, you can eyeball the filesize/bitrate of 2nd video track in ISO file, but the fact you think this is more accurate than dovi-tools… not sure what to tell you.
Then go ask him, post on the dovi tools github if you’re interested in finding the technical details. That question is out of the scope for this thread.

What do you mean? Most movies since 2019 are done in CMV4.0 but they deliver it to 2.9 for the bluray release. You can tell by the avg_pq floor which is 2.5nits (819 in pq) for a 2.9 master and 10nits (1229 pq) for 4.0
The RPU does not lie. If the script says FEL, it is FEL, you can be sure.
I don’t see it listed, but just received my 4k UltraHD video of “The Man Who Shot Liberty Valance (1962)”.
MakeMKV shows it supports FEL. See attached photo.
